Context: "Breaking Global Deadlocks" is a simulation exercise - a reality-based series of meetings designed to provide definitive "proof of concept" to the L-20 Leaders Forum approach. The purpose is to involve former government officials in a "mock" Leaders Forum process in order to demonstrate the merits of the approach and encourage those in power to implement it. Those involved in the mock Leaders Forum will attempt to agree on a pragmatic solution to a particular global deadlock.

The Leaders Forum is modeled after the traditional summit process (for example, the G-8 summit process). This process includes multiple preparatory meetings during which political "sherpas" (Leaders' personal representatives) from each country involved refine the problem to be addressed and debate possible solutions. The political "sherpas" produce a draft communiqué, which forms the basis for discussion and decision by heads-of-government at the Leaders Forum.
