Context: The Toronto meeting will have media opinion leaders from 14 countries, chaired by the OECD secretary General and include some serving and retired Sherpas and climate change experts. The meeting aspires to have a large amount of free subsequent communication.

A potential "Grand Bargain" package of commitments and initiatives will be presented, (these emerged following a series of preparatory meetings we have organized) focusing on the “deadlock” on energy security and climate change. How this Grand Bargain or package can best be framed and communicated, to be media friendly will be discussed.
